Reproduced the issue, so I say it's still worth looking in to since it behaves different on GL when upscaling.

Can you pause the game and take a gsdump when the issue appears? That looks like a mipmap issue Sten mentioned a couple of days ago.

Sounds trivial, but if someone wishes to implement it they are free to do so.
