Since CMake 3.22 CMake provides the [`CMAKE_INSTALL_MODE`](https://cmake.org/cmake/help/latest/envvar/CMAKE_INSTALL_MODE.html). Migrate CI for robotology projects out of windows-2019 to windows-2022/windows-2025/windows-latest
During June 2025, the `windows-2019` image will start brownouts (i.e. periods of time in which it will stop working) and then it will be fully unsupported in July 2025: https://github.com/actions/runner-images/issues/12045...

We stopped producing binaries for osx-64 (Intel) in https://github.com/robotology/robotology-superbuild/pull/1712, so it does not make sense that we continue to test them, and we should test osx-arm64 binaries now.
