Added Needs Work because the API tests are not running properly even though they say they're passing and I need to investigate why.

This doesn't make sense. There shouldn't be null category descriptions. What does that mean? Where are they coming from? It sounds like the data in the database is corrupt.
@marandmart this has conflicts and needs to be rebased as well. I'll test it after it's rebased.
Isn't it risky (from a science perspective) to automatically update the name of the examiners for data that's already been entered and possibly published on?
