[battery_manager] Translate battery manager

[SKADE2303]

This PR is responsible for translating the module battery_manager to different languages. Currently only 'Hindi' language is supported but other languages can be added as required.

Testing instructions (if applicable)

1. Run 'make dev' to load changes
2. Change language_preference to Hindi in my_preferences Tab
3. Go to Battery_Manager tab to see translated web page.

@racostas if @SKADE2303 removes the locale/hi/LC_MESSAGES/loris.po change from this PR is this good to go for final review ?

@HenriRabalais This was tested by @adamdaudrich but there are conflicts and it can't be merged.

It looks like there are also things that would break once merged (ie. count: 1 missing on Site/Instrument/etc)
