[IBIS 27] category.php fix can't have empty description

IBIS rc "dictionary" can't load the page, error reason: some description is empty in IBIS RC dataset

This doesn't make sense. There shouldn't be null category descriptions. What does that mean? Where are they coming from? It sounds like the data in the database is corrupt.

@driusan you’re right, there shouldn’t be null category descriptions. But the old IBIS-RC dataset has some empty values since it went through several older versions up to 27.
