Where did you buy it? What was your order number?
You can contact them for a replacement. You might try a different PC as a last check. All boards are tested and programmed at the factory via the USB.
Have you tried changing set_rpm_cmd to a fixed value as a test? FluidNC has no concept of negative rpm, so that is an issue.
