Same issue as #10811 .
This is because of the overly aggressive "must-look-at-menu" part of the constraint. Will be fixed in a hand menu overhaul I'm working on.

Do we have a docs page for the IMM? Would be nice to describe how this new interface for interactors works and the overall mechanisms behind the IMM.
Just found some NREs. Might be an issue with this PR...
@sgreenlay-msft , some of the scroll-Z math seems to be borked when the camera isn't centered.  Repro; just move the camera/head/person/etc and scroll.
