We have to await the jetpack to be released also for the jetson on the new icub head (see [ref](https://connecttech.com/product/quark-carrier-nvidia-jetson-xavier-nx/)) and then we can safely drop Ubuntu 18.04
We should first test it with the basler cameras because this point in the release notes is quite scary  cc @pattacini @maggia80

I'd also add in the readme the thing that python >= 3.8 is required
