Military strength is used to determine focuses, but is not calculated at all.
The on_startup province renaming decisions are hardcoded in OnActions.cpp. As these are static decisions, they should instead be in a data file in the blankMod.

Once #432 is completed, look for that dynasty name file, and if it exists, use the names.
