See #1382. Configurables\Vic2Localisations\Vic2Localisations.csv is intended to add localisations in more languages, but I'm pretty sure as written everything must be filled because it automatically overwrites the pre-loaded localisations.

Some traits have ideological specifics. Find a way to conditionally include them.

It's better on the self-hosted, but still comparatively slow. Speed it up.
