zz_CultureGroupsToGraphics.txt defines these, so we would just have to pull from it instead of the usual file.
Perhaps to incorporate them, perhaps to spin them off as subjects. should prioritize by degrees of cultural similarity (same Vic2 culture, same Vic2 culture group, others)
