Thanks @tobie that's useful information. I had the impression from @plehegar that possibly specref would not be changed at all and the only change would be in backend W3 systems.
+1 to resubmitting this - ratifying through IETF would allow external open standards to reference it.
Perhaps the request should be that, in the absence of finer granularity queries, `@supports` should return `false` unless the implementation support exists in _all_ usage contexts.
