I'm still slightly in favor, it can still be used to create otherwise impossible scenarios. I guess it might be annoying though. Other thoughts?

No. Maps with enabled /spec are hopefully tested for this.

Proposal: Add this and disable it on maps where people request it. This will at least help for newer maps.

Yea, by opting into /spec, the mapper says they want the stacking behavior. I think I should make this more lenient (i.e. only disallow exact stacking) and update this PR.
