I just tried in MGS and it works as intended for me, the notification appears when I turn it ON/OFF (you have to hold the buttons for a few seconds)...

It's easy to test: boot the game, go to "Movie" menu and launch the "Demo" FMV, you'll get a black screen with the PSP BIOS.

I can reproduce on Windows 10 also, bisect done, first bad commit is 6f8751a.
I just tried turning it OFF (then close content just to be sure) and the same thing still happens for me.
