Bisected to 362391b9d88ad819fc862f96ff6640087acf7765, removing that ` | 0x04000000` part fixes it:  Only tested on PC tho, idk how to compile PPSSPP for Android.

As Sanaki suggested to me on Discord, I changed it so it's now a separate option, to not break existing core options files. PR description and screenshots updated accordingly.
