This is fixed for IDs but not ID mentions.
@turbomam not quite sure what to do here. These are hard to find out with structured_pattern enforced for IDs and ID mentions. Some of this is fixed in Berkeley.

Assigning to @bmeluch so she can update the invalid example data. I fixed a lot of this in Berkeley but not in nmdc-schema.
Bea's PR was merged in so I think we are good to close this out.
I would prefer this as a separate slot since we may not have this information or we'll have to infer it from a combination of institution+processing date.
