Please see if you can reproduce this at least once without using any mods. It may be a CPU threading issue of ours, or it may be a mod causing...

This option was to blame, turning it off resolves the issue too. 

I.. unfortunately have nothing good to say about this design. Usage of strings & hashsets past load-stage does not scale in the slightest when it comes to tags, and 1.3...
