I have updated this (new) specification to meet the template's requirements. I have done what I can to detail the Test Procedure but that will surely require more work, help...
Now that I look more at [Zone01](https://github.com/zonemaster/zonemaster/blob/master/docs/specifications/tests/Zone-TP/zone01.md) in details (specification and implementation), it appears to be greatly overlapping with this PR, especially when you consider Zone01 title name. And so...

I have updated this specification to the latest specification template format. Please review @matsduf.
Rather than a new test case, this issue now relates to updating the specification of Zone01 with further testing. See [comments ](https://github.com/zonemaster/zonemaster/pull/1032#issuecomment-1205335511 ) in #1032.

> @tgreenx, I did another change. After changing from `ns_ip_list` to `ns_list` it makes more sense to just refer till "name servers" in msgid, not "name servers with IP address"....
