It turns out the server CAN trigger these. I'm gonna open a ticket with Spigot. edit: Yup, I just got it working.

Yeah, but it's cleaner for the server to handle this, so I submitted a PR to Spigot. If it gets merged, then in MV5 we can remove the check in...
