I'm not sure we will implement this feature. This plugin is meant to facilitate vanilla behaviour, so I don't think we will stray from that. We'll wait and see what...

Quite strange, yeah. You might want to report this issue to Paper, since you said it only happens with Paper. I don't think MV does anything out of the ordinary...
I've got this working locally, there's just a few things left to do.
I just pushed the `teleport_entities` branch which includes polling. It is considered experimental as of now.
