Played some more with 0.5 difficulty scaling (I have evolution somewhere 12..15 %) and probably it makes effect. What I want to say with all these is that maybe instead...
for example this scaling can depend on time passed since game start or biters/nests/worms destroyed or whatever.

After few years playing Rampant I must say, that this activity must completely replace SiegeAI in all vengeance and pollution triggered activities. Sieging settlements must take place only during SiegeAI...
A quick (but not perfect) fix is to change https://github.com/veden/Rampant/blob/59c4202536842be36a6e97b38aeb7108c8acee42/prototypes/SwarmUtils.lua#L1656 to `buildEntitySpawner(template, 3)`
If you play with Bob's Enemies (and Bob cheat mods making plasma blasts), then you need to turn off New Enemies completely in Rampant, so there will be only rampant's...
Also you can try Rampant Fixed mod. It is a clone of old Rampant and it has features of compatibility with Bob's Enemies. I didn't try it personally.
