It's too late now for this one, but for future reference, it's generally preferred to rebase/force-push an existing PR branch instead of opening a new PR to change the branch....
I've opened https://github.com/aofengen/OoT-Randomizer/pull/1 to reorder SettingsList.py (and by extension spoiler logs) to match these changes.
I suppose adding the Require Gohma setting (the other half of #1531) as a plando-only setting could be a good compromise.
We'll go with the option of making it a plando-only setting. I'll adjust #1531 accordingly.
Typically you'll want to keep an issue open until it's actually implemented. I've set it up so this issue is automatically closed once the PR is merged.
I think documenting this at as well as the tooltip for blue warp ER (PR soon™), in addition to the announcement that's already been posted to #racing-announcements, should be sufficient.
Do note that if we want to remove this from logic (or turn it into a trick), we still need to change the logic since the current logic incorrectly propagates...
