I ran into this issue recently, it isn't too annoying because power straps don't get setup that frequently, but would be a pretty straightforward fix I think.
I like the idea of removing unneeded steps at the end. I imagine that could be applied across the board usefully.

Yeah @harrisonliew, the bug you note is why I think we need some solution for this case of overridable defaults for hierarchical hooks.
