New visitors for time & cost thresholds. Setting up the unit tests started to get out of hand, so I've opened this WIP so we can discuss the initial steps

Some discussion of this is available at #130. This PR looks to consolidate ROS functionality into noether, noether_conversions, and noether_examples & leave the remaining packages as pure Cmake/ROS agnostic.
