I think that when we currently submit images, the licence is pre-populated in the app (CCby4?). Does this solve the problem, or do we still need this ticket open?

if queries slow things down, could we use an idea similar to [StreetComplete](https://streetcomplete.app/?lang=en-gb)'s 'Quest Selection'?
