It looks like you're missing some test dependencies. As @mwakaba2 mentioned, the [Jupyter Server documentation](https://jupyter-server.readthedocs.io/en/latest/contributors/contributing.html#running-tests) describes the recommended way to install and run our test suite, using `pip install ".[test]"`....
