If we can't establish that this happens on a system that uses SDL2 only (ie no SDL 2.x.5x releases from [sdl2-compat](https://github.com/libsdl-org/sdl2-compat/releases)), I'm inclined to close this.
I understand the movement towards SDL3, but the point is that the issue does not appear to lie directly with Wesnoth but rather the SDL2-to-SDL3 compatibility mapping that certain distributions...

I feel like this is one of those situations where game-play considerations take precedence over lore accuracy.

Oh okay. Well, I confirmed the issue on master (as at 62efb0bea66) and at 1.19.5. So seems to be an issue, at least for Russian translation, for a long time...
