I thought the change in #7547 was included in 1.17.16 release. I just tried it (downloaded from sourceforge) and still have the cache files being generated. Or is the sourceforge...
In the Windows Explorer file properties, as per #7441. Within the game itself, it still claims 1.17.16.

I'm not familiar with MP side of Wesnoth, but #6798 may be indirectly related - although that is more about local storage of conversations rather than the server tracking it.

I wouldn't have thought this is expected behaviour, if the definition of submerge (at least outside Wesnoth) involves being _under_ water. Is the issue because bridges are considered a combination...
The point is that the game mechanics can't distinguish between a unit crossing over the bridge vs being submerged underwater.
