I just encountered the same vcpkg-pango error in a fresh Windows build.
So it's still not possible to build Wesnoth on Windows with vcpkg?
Yep, I built successfully with vcpkg @ 294b9d097e8486770e922890d6a4b757b7dca5e3. Hope that other PR doesn't take too long to be merged.

Only build issues are from remaining on the current base-line. Will wait till next week's update.
Re-opening for 1.18 branch.
The last change to this scenario was #9105, over a year ago. Seems strange no-one has reported a problem till now. I'm not in a position to check right now...
