It's not d3d9 that loads asi, it's version.dll.
Likely exe is not compatible, I'm only able to test with latest steam version.
It only works for 3D, not 2D. Unfortunately there's little point in spending time on this, since mobile version exists.

Doesn't matter, support for any exe is possible but requires an extra amount of work I can't offer at the moment.

There's no need for global.ini though, just creating folder is enough.
