This has explicitly been changed in the last release as a feature. The smaller shapes would completely be covered by their badge which is undesireable.

They now scale directly with the size of the shape they belong too

You propose a specific setting associated with the campagin/location. What about a toggle on the ruler tool itself, like the 'show public' toggle?

I mean it's not impossible, but not super trivial either. It would require a PlanarAlly bot that has to detect messages from avrae (unless it has some webhook/API stuff builtin)...
