Also I need to check the sets differently, having more publications is fine.
Had to fix some unrelated weaknesses to get this over the line -- probably too hot for 7.6 at this point.
Setting to draft while @aarongundel looks at the permissions bugs that this exposed. Then I'll rebase after we trickle that up to 8.0.
