I've noticed this too an its confused me as well. I'd prefer it to just stop, unless perhaps with some option you explicitly ask it to continue trying.

I like the idea of a template, but the guidelines you are proposing we add to ros_control seems pretty generic and obvious. Perhaps point to how to run said tests?...
