There's another thing this branch needs, which is that we should plumb the acting user into the other `markdown_convert` calls for rendering realm and stream descriptions.

I merged the two commits ending with 42bc59b8027a074b31054f5fc0f1e6440fdd5252 to reduce risk of problems switching between this PR and others.

I added API documentation, switched this to use the first message rather than the last, and marked this to merge once CI passes. I think this is by a margin...
