The "inferred header template" is derived from a global view of the the book, its layout, the current chapter head, etc. Why can't footers have page numbers?
Sure, it's very unlikely to have more than one page number per page, but there are plenty of books with headers containing book titles, chapter heads, etc as well as...
Another interesting thing the Feedbooks epub has is links to other books from this author, which could be used to generate more traffic/interest.
