This fault happens disengaged and when not steering at all, so our normal workaround of turning off the actuation bit does not work. Perhaps we can just ignore it if...
Unfortunately Autopark uses the normal Tesla angle steering and ACC, so we can't tell if it wants to enable for Autopark or any other reason (like user engaging via stalk)...
