Shouldn't the path be ~/.config/cura/4.12.0/cura.cfg ?
AFAIK, that's an old name and the presence of that file stops it reading the other one?

If a problem exists just in my builds please report at https://github.com/smartavionics/Cura/issues but if it affects both my builds and the UM builds it would be better to report it...
