It looks to me that `USE_VTK_DEBUG_LEAKS` [is independent of build type](https://github.com/Kitware/VTK/blob/master/Common/Core/vtkObjectBase.cxx#L134-L162). It just reports any instances there are with non-zero reference counts so it shouldn't need any symbols.

Thanks for investigating further @Punzo. We'll need to discuss what priority this has. So far it's been stated by @dclunie that this wouldn't be acceptable for clinical pathology review systems....
