I fixed the top-level Anthology bib. We are no longer generating volume-level bibs, but may restore that (https://github.com/acl-org/acl-anthology/issues/222).

Do you really want *all* PDFs? This will be gigabytes of data. You could easily script this yourself by iterating over the years; I'm a little reluctant to add this...
