Hm they look pretty equal to me in an image test so it's probably something to do with scaling. SG doesn't have an option to upscale source (pixel size option...
I've added #136 to add source upscaling to SG to make this easier to accomplish.
There's fewer scanlines on SG version; are you sure you need to scale x4, not x3 (isn't PS2 480 vertical)?
Not sure what PCSX2 is doing there, I haven't used it myself. Try 3x, if it doesn't help, maybe I'll install it someday.

Thanks, no need for display HDR support checks especially if they are this involved, I'd rather let people experiment with whatever setup they got. All good on SwapChain3, DXGI 1.4...
