I cannot reproduce the failure in the precommit locally - I believe it is a flake. Please do review while I kick the tests repeatedly.
You could also just cherrypick the commit onto your PR (and reorder the commits however you want). That might be the simplest thing to do.
I don't know this well enough to know if there is any risk. @Abacn do you know?
Is this still happening? I tried to look at a few recent runs, including the RC validation, and I could not find an occurrence.
