Note, this is similar to or maybe identical to #349 -- multiple Gateways, each with Listeners with identical hosts/ports/protocols.

Thanks @izturn, looks like this is a dupe of #3866 but we can close the old one out and track here.

There is currently some upstream discussion on whether this should be part of the Gateway API spec or not (https://github.com/kubernetes-sigs/gateway-api/issues/1411), let's hold off on doing anything until that is resolved.

The Gateway API spec definitely allows this as an implementation-specific behavior (see `certificateRefs` under https://gateway-api.sigs.k8s.io/references/spec/#gateway.networking.k8s.io/v1beta1.GatewayTLSConfig), so no reason we can't add this to EG. The initial implementation has just been...

The probe definitions have been temporarily removed in #238 to unblock running EG in cluster but should eventually be re-added and implemented properly.
