We agreed to use JSON-LD for SPDX 3.0 - moving this to the 3.1 milestone in case we want to use it for other serializations.

We probably won't get this documented in time for 3.0, but still would be nice to have for future contributors. Moving to 3.1.

This should probably be re-worked for the latest relationship definitions. I don't think this will impact the 3.0 spec - moving to 3.1

Still a good idea - but no time to implement in 3.0, moving to 3.1
