I think we're good to close this issue IMO - there is a [related issue in the license list publisher](https://github.com/spdx/LicenseListPublisher/issues/181) to solve a compatibility issue created by our changes here....

@JPEWdev @zvr - any ideas? Should we add this to the annotations SHACL file? I need this information for generating Java code - right now it is hard-coded (rather inconvenient).

Let's move this to 3.1 to make sure the SHACL generated matches the documentation. Any of the above suggested changes will not be a breaking change to the SHACL document...
