ye, you're right. for example: to test new isthmus feature I need a transaction sent to predeploy `0x42..16` with specific bytecode that triggers change in storage root of the contact
op-geth returns early if sequencer doesn't accept transaction, do we want to do the same or do we submit it to pool but then return the sequencer error after that...

`EthApiTypes::TransactionCompat` can be removed with ~~https://github.com/alloy-rs/alloy/pull/1171 + https://github.com/emhane/alloy/pull/1~~ https://github.com/alloy-rs/alloy/pull/1172 + https://github.com/alloy-rs/alloy/pull/1173, but can be done as sep issue
