This is usually caused by your antivirus quarantining the file. Shimloader does trigger false positive and so it's worthwhile to see if that's happening.
IMO created and updated timestamps don't really give much more contextual information. You could have the same effect by renaming the profile and doing `Test Mods Manor Only - 24.07.2025`...

Have you tested this with a locally installed package? There isn't a case (that I can immediately see) where "managed" is never not the install mode.
