Nightly build failures, cuda/12.4 with c++20 build errors due to -Werror=deprecated-declarations

Seen in #8345 when compiling for C++20 with CUDA 12.8 and GCC 13.3

Add arg(...), norm(...) and proj(...) to Kokkos::complex
