I'm not really a fan of adding yet more of these "UNKNOWN" enum states Idk what @retrooper thinks, but in my opinion making them nullable seems like a more appropiate...
we could provide separate shadable jars which don't include a plugin.yml file but i dont think we want to do this, as we dont recommend shading anyway

I am not sure whether this is an issue with PE or ytnoos Pre-Via patch, have you reported this to LPX before?
Are you sure this problem is caused by packetevents? Your reproduction steps say this problem occurs if you just install packetevents on an 1.21.10 server. Have you actually tested this...
