Are you sure this is a packetevents issue? Do you intercept any plugin message packets using packetevents? This seems more like a spigot issue to me

1. If you don't shade packetevents, Papers remapping of spigot plugins will work properly 2. This doesn't apply here, this issue is about packetevents failing to find a vanilla method
