I can't reproduce this issue using the latest packetevents build and latest ecoenchants version I can't test this using Matrix, as Matrix is not available for free and also closed-source...
is there any way to reproduce this error? this limit is still enforced by paper in 1.21.4, so I don't see a reason why packetevents shouldn't also enforce it
This may be fixed with https://github.com/retrooper/packetevents/pull/933 Could you please use the packetevents build from that PR and test if this issue is still reproducible?
is this reproducible on latest bungeecord/waterfall? if not, please report this to xcord - as they are a closed-source bungeecord fork, we can't really fix this issue on our side

Which client version and which server version are you testing this with?
Please try updating packetevents - if this issue still occurs, post the error here and I will re-open this issue
